Southland is made up of three territorial authorities (councils) – Invercargill, Gore and Southland. There is also one regional council Environment Southland. The regional council is primarily responsible for looking after the natural environment.

Territorial authorities (councils) look after a range of community assets. This includes:
- Roads, bridges, water supply, sewerage 
- Rubbish including emptying road side bins 
- Parks and reserves 
- Swimming pools, libraries, some museums and art galleries 
- Regulatory activities like building consent, parking fees, animal control, food and liquor licensing.
